Huge oil reserves have been discovered on the Chagos Islands and OPEC is pressuring them to join the cartel. A bumbling C.I.A. agent and an under Secretary of State with an over active libido are sent to a C.I.A. safe house to negotiate for the U.S. to place Chagos under their protection. As no one knows who the island representative is the comedy ensues as more and more characters enter the scene.
